Hugues Raymond

Founder of Chelsea Financial, Hugues is a graduate from the University of Ottawa Law Faculty. Having been co-owner and operator of a mutual funds dealership, Hugues has extensive knowledge of the financial services industry and is the firm's mortgage specialist.

Hugues is married to Julie Cousineau and is the proud father of three children, Catherine, Emmanuelle and Philippe. Hugues believes in transparency, integrity and in developing long-term relationship with his clients.

Monique Titley

With 20 years of experience in the financial services industry, Monique possesses both the knowledge and track record to effectively guide clients towards their financial objectives. Having worked for multinational financial services firm in the past, Monique is now a firm believer of independent advice. Through IPG, Monique is able to provide clients with the best products available on the market, thus giving them the best solutions.

Throughout her career, Monique has developed long-term relationships with her clients. She now has pleasure of providing expert advice to multi-generational client groups.

Todd A. Evans

A graduate of The Canadian Securities Institute and Northwood University with a B.A. in Economics and an Associates Degree in Marketing, Todd brings over 20 years of business experience to Chelsea Financial. In his over 20 years of business experience he has helped many individuals and companies reach their business and personal goals. Todd has held positions in the investment industry, in finance, in sales and marketing. Todd has also built, owned and sold successful businesses. Todd draws on this experience to help every client at Chelsea Financial reach their goals.

Resident of the Gatineau Hills for the past 18 years, Todd is married to well-known local artist Heather Lamorie. Todd and Heather have chosen Chelsea as the perfect environment to raise their three beautiful daughters Anna, Katie and Emily.

Luc Bélisle

A graduate of Ridley College, and of Northwood University with a Bachelor’s degree in Management and Marketing, Mr. Luc Bélisle is Chelsea Financial’s Business Development Director.

Luc’s practical experience in marketing and management began at a large General Motors franchise in Ottawa where he managed a service centre and used car sales centre for 12 years. His time there gave him the hands-on experience of forecasting business development, training and mentoring employees, as well as defining practical goals and meeting them. He later left the family business to start a new mobile franchise operation repairing vehicles for other dealers. After seven years he sold his innovative and successful business model and it still operates today.

When a change in family responsibility arose, Luc decided to focus on his two wonderful daughters, Isabelle and Marie-Josée, and accepted an offer as Advertising Director for a local newspaper close to home in Wakefield. Luc was instrumental in the growth of the paper, nearly doubling its display advertising revenue, and was honoured for that achievement with an award for Best Sales Growth In a One-Year period by the Quebec Community Newspapers Association.

Luc knows that good communication promotes trust and long-term relationships, and it is a skill he takes pride in. He brings a wealth of practical, real-world business experience to the firm’s clients.

Katarina Veilleux

Katarina Veilleux is a graduate of the Western Quebec Career Center.

Since the summer of 2009, Katarina has brought her youthful energy and her strong sense of organization to the office (as evidenced by her brilliant work in organizing our 2009 Oktoberfest Cancer Fundraising event).

Pro-active and a fast learner, Katarina is quickly increasing her competency in the financial services industry. In fact, always wanting to improve her knowledge and ability to assist the firm’s clients, she is enrolled into the Insurance of persons program with the Autorité des Marchés Financiers.
